Can I Post Announcments and Stickies? And How?

For Members:

Well, the problem is that you can, but you can't. You must be very lucky because an Admin needs to allow members to write those two
kinds of messages, known as Special Messages. If you are allowed, then at the bottom of any posting screen, there will be an option saying
'Post Topic as: (*) Normal ( ) Sticky ( ) Announcement'. To post a sticky, mark the bubble to 'Post Topic as: ( ) Normal (*) Sticky ( ) Announcement'.
To post an announcement, set it to 'Post Topic as: ( ) Normal ( ) Sticky (*) Announcement'. So unless you're an admin, you can't always
post special messages.

For Mods:

Just because you're a mod doesn't always mean you can post Special Messages, but mostly 70% of the time you are. Again, same thing
applies to do so. 'Post Topic as: (*) Normal ( ) Sticky ( ) Announcement'. To post a sticky, mark the bubble to 'Post Topic as: ( ) Normal (*) Sticky ( ) Announcement'. To post an announcement, set it to 'Post Topic as: ( ) Normal ( ) Sticky (*) Announcement'. So unless you're an admin,
